Reassign the priority of Notification bubbles to BEFORE the alarm/action

Change the order of the Notification process to Notification Bubble before the sound. Looping sounds prevent the Notification Bubble from popping up.

Combined with the notification-bubble-button suggestion would make this perfectly usable for me and the 42 alarms I run weekly to facilitate my life.

Thank you for making a usable application, that I could not run Debian without.
