Enable CI testing for anvil

It would be great to have the public openstack CI (or a Y! CI postback) run at least the prepare and install phases of anvil so that on commits we can get back information saying what worked or failed.
This will help avoid the pain that is happening when commits aren't working as expected.
The things that it could run.
- avils run_tests.sh (tests + checking pylint/pep8)
- prepare stage (ensuring py2rpm works, git checkout works)...
- install phase (makes sure packages install ok)
No need to start them. I think we can save that for later.
