Shared downloads area

It would be neat to have a shared downloads area, analogous to the shared eggs that can be specified in ~/.buildout/default.cfg

After discussion with, ccomb, the decision is to put that option in the [buildbout] section of conf files:

[buildout]
openerp-downloads-directory=/home/gracinet/.buildout/openerp-downloads

It can be set in one buildout.cfg or in the personal defaults.

Previous aloud thinking by GR:

It is very easy to create a new option for that (downloads-directory, to be consitent with eggs-directory), but it'll have to be local to the part.

To share it in a personal or system-wide defaults.cfg, we'd have to create a new section, that would be consistent across different paths, different buildouts. I don't now the best practices from the buildout world, but this actually works with my current local modifications.
