Pip for VehicleTypes

Pip is only supported on InfantryTypes. Defining it on a VehicleType does nothing, and the vehicle will always display the 5th frame ("blue") of pips.shp when put into a transport.
This blueprint suggests adding support for Pip on VehicleTypes (since the remaining TechnoTypes cannot enter transports in any practical situation, they would only be examined if coding this required doing so). Support should probably involve the alternative notation included in Ares 0.4.
