Basically, workers are infantry that has to garrison the buildings in order for them to work. IF the building has less or equal to LowOnWokers or LowOnWorkersPer
Default workers are:
E1 for GDI
E2 for NOD
INIT for ThirdSide
E1 for others or if an InfantryType can't be found
If there is not a E1 InfantryType and workers for sides are not specified - you get an IE.
Defaults for other tags:
