New configuration system

As requested in https://answers.launchpad.net/arista/+question/68331 it would be nice to make gconf optional and fallback to a simple file storage for users that do not wish to install all the dependencies that python's gconf bindings require.

It's being developed for AWN 0.4 to appease the "I don't want to install $a to use $b" type of users and is applicable here.
