Taskmanager/Launcher Replacement

The current core taskmanager/launcher is not adequate and exhibits several somewhat intractable bugs. This specification will map out what features it's replacement should have, and to a degree how they could be implemented. Basic features should include, but not be limited to, ability to separate launchers and tasks, the ability to group tasks, the ability to group launchers, a variety of ways to express the state of tasks and launchers, the best task matching out of the box as possible with the ability to provide the necessary hints to properly mask tasks when the default is not good enough.
