This assumes a few things:
1. The Volume Control applet is PulseAudio-based (it is not).
2. Awn can manipulate how windows handle mouse clicks (that's most likely the job of the window manager, we merely show which tasks are running).
I would suggest filing this with the compiz folks, to see if they can make a compiz plugin that does this.

Could we not make this work for the windows icons?
Not without some fundamental changes to the taskmanager applet, and the first point above.. Besides, scroll already has a function in the taskmanager applet.
