Server Command Support

Boots needs a generic framework for specifying and executing server commands.
Accepting an invocation like `boots --shutdown -H server` should perform the command. It would also be useful if the server commands were available as metacommands, perhaps prefixed by '!', e.g. !shutdown, !ping.
