Give each branch a unique identity

There are times when having a unique identity for each branch would be useful. The concept is that when I do:
bzr branch http://bazaar-vcs.org/bzr/bzr.dev
I am making a statement that the new work is going to somehow be independent from bzr.dev. (Versus doing 'bzr checkout').
