Tracking file copies

Users have expressed a desire to be able to copy files, and to be able to combine files. While they can do that in bzr, they cannot tell bzr they are doing it, and thus operations like 'log' give incorrect data. Other VCS's such as Subversion are able to represent copies, though none represent combining at the time of writing.
