Add the HBase storage backend to Ceilometer

Add the HBase storage backend to Ceilometer, in addition to the current backend options: MongoDB, SQLAlchemy. With all the power of HDFS and HBase, the HBase storage backend will make Ceilometer more adoptive to providers' existing architectures, it will also provide extensive data analysis possibilities through MapReduce frameworks, such as Hive.
