Meters from Opencontrail

The goal here is to implement a Opencontrail Analytics driver which will retrieve networks traffic counters from Opencontrail Analytics. Since Opencontrail Analytics doesn't know the tenant id for a resource the driver will have to associate the resource id of the Analytics with a resource id of Neutron. A Neutron client will be introduced for that purpose.
