Get Barbican config from catalog by default

The Barbican plugin for cinder currently requires two URLs to be hard coded in the config that are generally present in the keystone catalog. We should default to getting them from the catalog instead.
This change is backwards compatable - anybody already using the plugin will have them hard coded so their setup will work as before.
