Deprecate service management in cinder-manage

The service command of cinder-manage tool provides duplicated functionality
with the cinder REST API.
The cinderclient already has the following service commands:
service-disable Disable the service.
service-enable Enable the service.
service-list Show a list of all running services.
backup-list Lists all backups
This covers what cinder-manage service was providing so let's
deprecate the legacy cinder-manage subcommand and mark it for
removal in the O release.
As of now, nova-manage has deprecated the nova-manage service tool in M version.
