Create a doNothingDriver for cinder's last alternative

Although cinder has brought generic standards to the SDS world, some clients can not follow the OpenStack standards.
e.g. There's no storage driver for the storage they are using, most functions are restricted to KVM and they are using VMware, or they do not like how cinder api restricts what they want to do.

This is a propsal to create a doNothing Driver for cinder which ....
1. Only creates definitions of attachments of volume with nova
2. Do nothing to the storage devices
3. Do nothing with the API validation

This will be the clients last alternative to use cinder, but still have the information to be manageable using OpenStack via human interaction .
