Add flag to always flatten volumes created from snapshot to eliminate dependency

Currently, creating a volume from a snapshot using some of the volume drivers will create a hidden dependency which will prevent the snapshot from being removed. This change would permit a flag which, when set, would cause the new volume to be disassociated from the snapshot after creation, allowing the snapshot to be deleted.
