NetApp E-Series: Allow deployers to choose between static or dynamically changed CHAP secret

Currently when CHAP auth is enabled, array-wide secret is changed every volume attach.
This change will allow deployers to use static CHAP secret. This is important when array isn't designated for Cinder's exclusive use.

There will be extra spec added:
 * `netapp_eseries_chap_secret` - it should contain CHAP secret already set on E-Series array.
