os-brick: Windows RBD support

Ceph 16 (Pacific) will support attaching RBD images to Windows hosts as well as Hyper-V VMs [1].

This blueprint aims to implement a Windows RBD os-brick connector, which will be quite similar to the Linux one.

Integration testing will be covered by the existing Windows CI.
