Send pool capacity metrics to ceilometer for alerting and reporting

Add the following new pool capacity metrics to ceilometer.
1. storage_pool.total
2. storage_pool.free
These metrics are already collected periodically by the cinder drivers. The proposal is to send these to ceilometer notification agent for alerting and reporting.
This allows the openstack admin to monitor pool capacity and get alerted in time before the pool gets full, which can cause a lot of problems especially with thin provisioning and overcommitment.
