os-brick: rbd-nbd support in rbd volume type

The rbd driver uses kernel rbd command for now in os-brick. If the kernel version of the client server is low, there are limitations to the volume being mounted. The client server can attach the rbd volume even the kernel is low.
The purpose of this blueprint is that users can choose between krbd and rbd-nbd in rbd driver according to environments.
