Reintroduce the StorPool block storage driver

The StorPool block storage driver was merged within the Liberty timeframe (https://review.openstack.org/#/c/188725/), but was subsequently removed due to some CI problems.

Now the CI is operational (and diligently slogging through some backlog; see http://ci-openstack.storpool.com:8080/), although the infrastructure team will need confirmation from the Cinder developers to reenable its account for actual reporting - see my comment from November 30th at https://review.openstack.org/#/c/220155/ for more information. We believe that the StorPool driver as submitted in https://review.openstack.org/#/c/220155/ ought to be ready for reintroduction into Cinder.
