Allow attach a volume to a host

Allow client require to attach a volume to a host by api but an instance only.
This change will allow attach_volume API support 'host_name' as a argument but not 'instance_uuid' only.
Other blueprints (see below dependencies) require cinder allow a volume be attached to a host which running an openstack component, such as glance. Those components need to access the volume to read and write data.
