Now the services that can be monitored and rated included as follows:
* compute
* image
* volume
* network.bw.in
* network.bw.out
* network.floating

Storage all the services in db and managed them via api,
service can be enable/disable by api/client and it will work in
next rating period without restart the ck-processor
