Support for filesystem-based snapshot transfers

Support for filesystem-based (rsync, xtrabackup, LVM, EBS snapshot) transfers requires (re)initialization of storage engines on joiner *AFTER* snapshot. Solution is to initialize wsrep before storage engines if SST mode is not mysqldump.
