storage for the tours in a plone installation

we want to have a local repository where the tools are stored once an administrator has registered from the web or via zcml.

we are thinking to use a folder inside the buildout where to store them.
it has some advantages:
 - the .cfg file are tiny and can be loaded very fast
 - they can be reloaded on the fly or easily cached
 - when producing a tour through windmill you can fix the windmill local save folder to that one, then reload and try the tour.

as an alternative, instead of using a folder we could use the zodb
