Add State to policies to enable/disable

This blueprint targets to add the state the policies , so that there is provision to disable the policy after being defined when its not needed .

Since we have made a policy library, maybe we can go for a "move policy to library" feature instead of a "disable policy" feature? That makes the overall model simpler. A policy is either in engine (enabled) or not. Does that address the desired use case?
