Improve congress dashboard in terms of ease and usability

In summit, as per the discussion, we planned for improvement of GUI support for congress
This blueprints tracks all the features we would like to add to dashboard for better usability

1. Support for create datasources in dashboard
2. Delete Datasource
3. Load sample policies
4. Support keystonev3
