Abstract policy definitions in Horizon

Users might better understand policies if they were displayed in an abstracted form in Horizon instead of pure Datalog. The same abstractions could be used to help users build policies, with mappings defined by an admin user. And the ultimate goal is to introduce a more simple and intuitive DSL (Domain Specific Language) to improve the expression of policies in Congress.
