Documentation for Craton

There are several areas in which we need to focus around documentation. In order to get proper support from the community and later to become a big tent project within OpenStack there is a need for proper documentation. Documentation areas will be within a getting started guide for devs and operators, installation, how to create a plug-in, and other various support docs that will allow the internal team and external consumers/contributors of the project to be successful.
