Consolidated view of multiple Craton databases

It should be possible to consolidate multiple Craton databases into a single data warehouse. This is especially important for bringing together data that cross organizational structures, as seen in support. Additionally not all data may be consolidated.

Most likely this will be DB specific. Can we use the MySQL writeahead log to provide such support? Considerations include resource ID uniqueness (but project ID can scope); and filtering. Given that we are planning to store secrets external to Craton in tooling like Hashicorp Vault, this removes one possible type of element that should not be consolidated.
