LiveCD Language Configuration

A few users have mentioned that they're having issues changing from the default GB keyboard map on startup of the LiveCD. This blueprint is a proposal to include "oem-config-gtk" to do some inital configuration when the LiveCD starts. This package will need testing to see if it's what we require before we implement.
