Store rules as files

Currently all rules and entities are stored in a database, if such exists.
We would instead want a solution where rules are stored using regular files, and any changes are persisted as files as well. This would make authoring easier, and it would make it easier to deploy new rules. In order for this to work we need support for inotify behaviour so that rules are reloaded when their files change.
