Refactor BaseAddressHandler to be more re-usable

The primary issue with the BaseAddressHandler is that the Domain ID is set in the _create and _delete functions This means that when someone extends that class they cannot provide their own Domain ID.
Ideally this should be passed on as a parameter, so that the developer can decide if the Domain ID should be loaded from the Designate configuration file or from their own source (e.g. a database).
