The TTL setting for DNS zones should be used for SOA minimum TTL value

Currently Designate supports a TTL value when creating new zones. If specified, this value should be used for the SOA minimum TTL. Currently the SOA minimum TTL is a global setting for all zones, making it impractical for use with multiple zones with different NX record needs.
