Delegated access to "cloud owned" PTR records

Due to the way PTRs work, combined with how nova/quantum allocate IPs - We need a mechanism for allowing end users access to specific records in domains they do not own.
For example, consider the reverse DNS zone for 192.168.1.1/24 - 1.168.192.
