Get/List api for pool manager status

Have an api to get/list pool manager statuses. Pool manager maintains outstanding changes to domain/records in a pool manger status table. The api provides a way to see the contents of this table. Only the pool manger will be making changes to this table. The api only does reads from the table.
By default the api would be be restricted to admins only.
UPDATE 5/29/15
This should be discussed further to decide whether this makes sense with a true Pool Manager cache, like memecached.
