Share a Domain (zone) to a different tenant

Allow users to delegate control of their sub domains to other tenants.
A tenant, "Company A" owns "corporate.com". The owners of "corporate.com" want to allow a separate team (different tenant) to manage "dev.corporate.
This is different from regular delegation because the intent is to share access to a separate team to modify a zone.
What kind of access would the parent have on the delegated zone? Full.
