Adding Kafka Support Scripts

Ceilometer and Monasca project have the functionalities which are related to Apache Kafka. Currently to develop Kafka-related functionality, developer have to launch Kafka independently. To reduce the time of launching and configuring Kafka, this BP aims to add the Kafka support functions into DevStack scripts.
