libvirt block migration

If you deploy a multi-node devstack - you should have the ability to do block migration from one node to another.

1) add the patch to make it work: https://code.launchpad.net/~nttdata/nova/850602/+merge/75480
2) make a shared ssh key for the nova and root users on all of the compute hosts
3) make sure you have fqdn resolution on all compute hosts
4) change flag to use ssh: --live_migration_uri=qemu+ssh://%s/system
