Add Dragonflow configuration management API
The purpose of this blueprint is to propose Dragonflow native API. Currently the only available configuration management method is the direct access to the northbound DB. Native Dragonflow management API will enable proper DragonFlow administration and management of a stand-alone SDN controller and not only as a neutron backend.
