Distribute SNAT traffic
Currently Dragonflow uses the legacy L3 SNAT implementation in Neutron.
This means that the SNAT is centralized and all the North-south traffic goes through
The SNAT namespace in the network node.
SNAT distribution can be implemented using flows from the controller, more specific design needs to be researched first
