Create new libdrizzle plugin

The new libdrizzle has both client and server protocol interfaces, and as a stepping stone to getting the protocol rewritten, we need to replace the old protocol code with the new libdrizzle interface. This will keep things logically separate, so as we change the protocol, it only needs to happen in one place (new libdrizzle).
