Plugin System for Ehcp

thrid party programmers should be able to add new functionality to ehcp, without knowing much internal parts of ehcp.
To do this, we need something like a plugin system. ehcp should rad the contents of plugin directory, activate them upon operations.

something do_hook, should be done at start-end of many operations.
