Default theme already set.
We're waiting for upstream bug #900814 to be fixed to implement hide mode

We'll have to hardcode the default app set and theme unless Plank migrates to using GSettings or at least provides a sane way to set defaults. The current way using /etc/skel/ produces read-only settings. --shnatsel
I think this is more-or-less okay for Luna. Hopefully plank will move to gsettings for Luna +1 and we can do this a little more properly. --DanRabbit
