Packages

Not every extension needs every part of EOEC and as EOEC grows it will become more and more of a bloat to include the whole of it in every extension. The extension creation tools (create.py and update.py) should be extended so that they can be used to include some parts of EOEC and not others. It should be possible for these optional packages to be as self-contained as possible, even if they contain dialogs, XCU/XCS configuration files, help pages, test cases, etc., and it should be possible to add and remove them even after the extension was created (with update.py).
