CA on TCP only connections

Change Channel Access to allow name resolution traffic on TCP connections, so that CA can be run over a TCP-only connection (e.g. a ssh tunnel). The major part of the code changes have been made at the Codeathon 2008, but they have to be collected into a feature branch to be merged soon (hopefully at the Codeathon 2010), and the remaining issues have to be resolved.
