Impelemnt LIFO mode for compression record

Compression record has been used as history buffer for BSA (beam synchronous acquisition) in SLAC. The ring buffer algorithm in compression record behaves as FIFO behavior. Physicist asked LIFO behavior, and it will bring benefit for high level application.
