Andrew converted the msi repository from CVS to Bazaar.
Ralph did the join operation to get these sources into src/dbtools and pointed CONFIG_BASE to use it as default.
Andrew added the changes to make dbLoadTemplate support "global {var=value}" and that add a substitutions argument.
Still needs Ben's modifications to msi.c to implement global.
Ben changed his mind about the revised syntax, it's not clear what to do with this now.
