Support discontinuous QuadratureElement

For the functions evaluated directly on quadrature points, it should be possible to have jumps in functions. For example, to define different material properties in each side of a discontinuity surface, it should be possible to define discontinuous quadrature element. This functionality is not now supported inside ffcpum.
